Prospects of Russian non-oil exports were discussed during the International export forum Made in Russia

     8th of  November 2016 at the site of the world trade Center Moscow (WTC) hosted the international export forum "Made in Russia". The forum was organized by the Russian export centre (REC).

   Among the key objectives of the Forum was announced on the discussion of topical issues of export policy and development of practical solutions for improving the mechanism of state support of non-oil exports, which will contribute to the increase in supplies of Russian goods and services abroad.

   Attention to the development of non-oil exports formed under the influence of external negative factors: stagnation on the markets of energy and other commodities, uncertain prospects for their further development, determine the need to diversify exports by increasing the share of non-oil non-energy exports. Thus, in January-August 2016 total exports of Russia, according to preliminary data Federal customs service of Russia amounted to 176 billion. The share of non-oil non-energy commodities in the total exports amounted to 65,7 billion. This noticeable weight in the structure is metal products, which accounted for of 17.81 billion., engineering products (15,16 billion dollars.) chemical products (of 13.24 billion dollars.) food (of 8.82 billion $), wood and paper products (of 5.22 billion dollars).

    Participants in the International export forum have become prominent figures in the state system of support of export, including representatives of the Russian Government, individual Ministries, heads of public companies, representatives and heads of business organizations, journalists. As speakers were invited representatives of public authorities, largest Russian companies, business and public organizations, as well as leading experts on foreign trade. The event was also attended by representatives of chambers of Commerce and industry of the Russian Federation. Behalf of the Leningrad regional chamber of commerce and industry the Forum was attended by the head of Department of foreign economic relations LRCCI Lilia Arakelova.

     In the framework of the Forum held plenary session "Russia on the map of world trade – a new paradigm of development" with the speech of the General Director of REC Peter Fradkov, who said the main activities of the REC. They also discussed topical issues of export support, held several panel sessions dedicated to the development of exports of services, certification, education in the field of foreign trade, e-Commerce, the formation of Russia's image in the world through the export of manufactured goods. Was organized by the exhibition area, held educational seminars and workshops, which were announced for General information on the conduct of export activities. To conduct joint educational, research and project activities of the RECs has signed an agreement with the Russian economic University. G. V. Plekhanov on mutually beneficial cooperation in the field of education.

     We should also mention the speech of the President of the chamber of Commerce of the Russian Federation Sergey Katyrin, the entrance of the plenary, who noted that one of the major problems of export policy is the lack of cooperation on promotion of Russian goods in foreign markets. The division of areas of responsibility, according to the head of the RF CCI, seriously disrupts coherence in support of the Russian small and average business in foreign markets. In his speech Sergey Katyrin emphasized the importance of the work of the institutions supporting exports, working inside the country. Among these institutions, he highlighted the system of the CCI of the Russian Federation, consisting of 180 rooms, which are active in the examination, evaluation, registration, certification and issuance of certificates of country of origin of goods, search for trade partners, organise exhibitions, international conferences, business missions, provide information and consultancy services relating to export activities, support of foreign trade activities and have the professional talent pool to solve these problems. It should be noted that the CCI of Russia actively cooperates with the Russian export center for foreign economic activities. Cooperation is carried out on the basis of signed in St. Petersburg in the framework of the XX International economic forum the agreement.

In the framework of international export forum discussed issues of certification. The President trading-industrial chamber of the Russian Federation Sergey Katyrin also highlighted and a problem with the high cost of product certification of companies for entry into foreign markets. Often these costs are above profits. The topic of certification has continued to discuss and progress the workshop on certification of products of Russian exporters. Director, international adaptation of the exports of AO "Russian export centre" Sergey Koldaev noted the problem of lack of information of many enterprises to obtain international certificates. As a result, there are barriers to entry of Russian companies to international markets.

Another factor influencing the yield of Russian business on foreign markets, can be considered a lack of understanding of and inability of Russian companies to position themselves correctly provided by the company goods and services on international trading platforms. With the aim of helping companies oriented to the foreign market, was created by the Regional integrated center of Leningrad region (LO RIC) under the auspices of the Consortium EEN-Russia. RIC LO carries out informative support of enterprises of small and medium-sized businesses, research organizations and universities, focused on international cooperation in Russia and abroad, providing translation services, services to find potential business partners, international consulting companies to small and medium businesses in the areas of innovation, transfer and commercialization of technologies, promotes the establishment of contacts, conducting negotiations, signing international contracts, conducts business mission, promotes participation in EU Programs and international programs of development Institutions of the Russian Federation.

During the event, Lilia Arakelova, who is also the project Manager LRIС, met with foreign participants of the Forum, including representatives from the Export-import Bank of China, and heads of regional Export centres operating in the Russian Federation since 2012. Today there are about 40. The meetings focused on operational issues in cooperation of Department for external economic relations regional chamber of Commerce, and the Export center. Notable presentations at the Forum, representatives of the Export centre of Saint Petersburg, less than a year, its work has undertaken many activities of CISL. In his speech, the Executive Director of the RIC Saint Petersburg Maxim Balanev invited speakers and representatives of the business community in St. Petersburg for the event "exporter of the year".

International export forum "Made in Russia" in the WTC were held for the first time, all participants noted the importance of the new approach and that there is a need to work on increasing the share of non-oil non-energy commodities in the total exports of the Russian Federation.
